Resumo: The purpose of this study is to understand the dynamics of social and educational measures applied to adolescents at time of arrest. It thus explores the forms of punishment, discipline and control crime and historically the discipline and coercion aimed at teenagers who committed illegal acts and that are considered "dangerous" in Brazil. This discussion also about the phenomena that affect adolescents who have committed illegal acts, as the process of criminalization of poverty and violence. It is noteworthy that the current legislation regarding the illegal acts and educational measures, highlighting the rights and guarantees of this social segment. And in order to observe the materiality of the approach on the issue, we conducted a field survey, a qualitative approach through interviews with representatives from each axis that makes up the System Guarantees Rights of the Child and Adolescent - Promotion and Control Human Rights, to thus understand how to process and perform measurements in different instances of this system, highlighting the gaps, contradictions and obstacles of an effective educational measures for comprehensive protection of adolescents and finds the distance between the formal laws and the reality experienced by those who commit the infractions

Para tanto, aborda as formas de punição, disciplinamento e controle da criminalidade e historicamente o disciplinamento e a coerção destinados aos adolescentes que cometeram atos infracionais e que são considerados perigosos no Brasil. Trata da discussão também sobre fenômenos que atingem os adolescentes que cometeram atos infracionais, como o processo de criminalização da pobreza e a violência. Destaca-se a atual legislação referente aos atos infracionais e às medidas socioeducativas, destacando as garantias e direitos desse segmento social.
