Resumo: | The role of public management may be seen as a transistor between state and society, contribuiting for the institucional fortification, management modernization and the development, implementation and execution of politics. At Brazil, the Federal Constituition of 1988 is a temporal mark for the public management of the municipalities, due to the higher autonomy adquired at this period regarding to their decision making. Thus, current debate regards to Managerial and Social Models, whose main characteristics differences are delimitated on the sociopolitical dimension, on which popular participation at management processes are analyzed. Therefore, the following study aims to analyze the Public Management experience at five municipalities (Cerro Largo, Giru?, Mato Queimado, Santo ?ngelo e S?o Paulo das Miss?es) from Rio Grande do Sul Regional Development Council (COREDE), Miss?es/RS, intending to identify its constitutive characteristics and approximations with the public management models present in Brazilian traditions, as well as its repercussions at the development dynamics. Thereunto, a qualitative methodology was utilized, through two methodological procedures: A) a bibliometric search, with an integrative and systematic review aid to identify the state of the arts about Municipalities Public Management and Development themes; b) the analytic-deductive method to analyze the collected data through depth interviews with three participants of each selected city hall. Results pointed to the practice of hybrid management models, on which there is an interchange between the Patrimonialist, Managerial and Social models. Thus, the comprehension of how to promote the development is directly related to the model practiced by the municipalities. It is intended, through these results, to support the awareness of the importance of the quality public management, breaking paradigms and broadening the vision of managers and municipalities? public servants. Also, to alert for the necessity of exercise citizenship participation, mostly on the elaboration process of municipalities public politics for the citizen to be an active subject at the local and regional development process. |
