The theory indicates that the association among firms, particularly among spatially clustered, promotes regional development, generating both positive and negative externalities. However, considering the heterogeneity among clustered firms, slightly has been asked whether the organizational capabilities influence their absorptive capacity of externalities in a cluster. This paper focuses on the junction of the theory on clusters and externalities generated by this concentration, with the resource-based view. The paper seeks to understand the internal heterogeneity of the clusters, as well as verifying if the way firms absorb the benefits of using in which they operate is related to their specific characteristics. Thus, assuming that a local cluster has companies not only with different features, but also with different perspectives, the objective of this thesis was to investigate whether there is a relationship between the organizational capacities of firms within the fashion cluster in Divinópolis/MG and the absorption capacity of positive externalities. In order to get that, after being held a general analysis of the cluster under study, it was verified the most important variables in organizational capacity and absorption capacity of external business arrangement, using a factor analysis, specifically the component method main. From these results, using a correlation analysis and a comparison of mean values, it was possible to establish some relationships between organizational capacity and absorption of positive externalities.It appears that companies that possess greater organizational capacity can best reach the benefits of the innovation dimension and a high potential managerial aid in absorption capacity of positive externalities of an arrangement. This confirms, therefore, it is possible to establish relationships between the internal environments of the firms, through capacity building, with the external environment, through externalities. Examine relationships between these two points helps companies focus on a capability that ensure a sustainable competitive advantage and helps to formulate policies for creating a competitive advantage for the cluster.
