This work was carried out with the objective of proposing and discussing Strategic Planning practices for Public Security in the city of Lavras/MG, on the ground of the Situational Strategic Planning (SSP) method. A theoretical review of strategy and planning, strategic planning methodologies, strategic planning in public administration, public security and the SSP method itself are presented, which allows the definition of research variables. The case study was performed in the city of Lavras/MG, and sought to identify the problems, the critical nodes and strategies for improvement of public security in that city. The views of different social actors (Civil Police, Military Police, the Executive, Legislative and Judiciary, Civil Society) on crime and its causes, as well as proposed solutions for the city were analyzed, and strategic actions regarding the public security in Lavras/MG were proposed. The results show that the participation of social actors in the process of strategy formulation through the identification and analysis of problems concerning public security, as well as the proposition of strategies for improvement, are an effective path to be followed towards strategy formulation on the participative context. It was concluded that the SSP method could contribute to both the proposition and the discussion of strategic planning practices of public security for the city of Lavras / MG, and that the participation of the society in this process is essential to empower solutions that come close and are available to the population.
