Resumo: This thesis has made a thorough and investigative study upon the solid waste treatment in the Municipality of Belo Horizonte. The goal of this analysis was to discover the most efficient measures for the equation related to the waste problems and its production minimization and, furthermore to propose an effective and efficient public policy for its treatment. A case study has been made and interviews containing semi-structured questionnaires have been used in order to collect data. This research itself has investigated policies which make use of economic tools in the management of water resources and the results prove the efficiency of such policies. Based upon these results, the formulation of a new policy of treatment of solid waste in the Municipality of Belo Horizonte has been proposed and even though it stipulates commands and control, it has in its premium sanction the most efficient measures for its ultimate achievement.
