Cidadania online e controversias sobre os instrumentos digitais de participação democrática: o mudamos+ e a Piattaforma Rousseau

Resumo: What is meant by Democracy has varied in time and space, in terms of its details and manifestations, but has it core in affirming the equality and freedom of the individuals who form the Society. We identified that the new technologies and the relationships influenced by them modified social interactions, transforming, consequently, popular manifestations and, finally, Democracy itself. We understand as Digital Instruments for Democratic Participation (IDPD): social networks, applications, digital communication platforms applied to social interaction. In order to face these changes, we applied two classification formats: one relating to the forms of popular representation and participation and the other to the quality and intensity of Democracy. New technologies create and modify relationships and become modifiers of society, their occurrence and their use and admission as a social and political vector is a consequence of their adoption by the population. The question is how these digital technological instruments of democratic participation can play an important role in the democratic game, whether in Brazilian or Italian society. The methodology used in this dissertation is the theoretical-discursive, which uses a critical approach, clarifying the reasons and possible applications, as well as possible consequences, positive or negative, of the use of these instruments in the intensity and quality of democratic participation. The objective is to map what already exists in a regulated way in Brazil in the three branches, as well as to identify difficulties for a broader adoption in order to increase democratic participation, including recognizing the risk of spectacularization and decay in a Plebiscitary Democracy. Examples of Digital Instruments for Democratic Participation (IDPD) to be analyzed are Mudamos+ (RJ BR), which works with the Popular Initiative, and the Rousseau Platform (Italy), which until then basically worked for referendums, referenda and consultations. In the development of the research, we will critically point out its characteristics, its implementation, the inherent advantages and risks. Finally, we will indicate some forecasts in view of the scenario that is being built in politics in view of the impact of new technologies.

Identificamos que as novas tecnologias e as relações por estas influenciadas modificaram as interações sociais, transformando, por consequência, as manifestações populares e, por fim, a própria Democracia. Entendemos como Instrumentos Digitais de Participação Democrática (IDPD): redes sociais, aplicativos, plataformas digitais de comunicação aplicadas à interação social. Para enfrentar estas modificações aplicamos dois formatos de classificação: um relativo às formas de representação e participação popular e outro à qualidade e intensidade da Democracia. As novas tecnologias criam e modificam relações e se tornam modificadores da sociedade. A ocorrência delas e seu uso e admissão como vetor social e político é consequência de sua adoção pela população. A questão é saber como esses instrumentos tecnológicos digitais de participação democrática podem adquirir um papel importante no jogo democrático seja na sociedade brasileira ou italiana. A metodologia empregada nesta dissertação é a teórico-discursiva, que utiliza uma abordagem crítica, esclarecendo as razões e possíveis aplicações, bem como possíveis consequências, positivas ou negativas, do uso destes instrumentos na intensidade e qualidade da participação democrática. O objetivo é mapear o que já existe de forma regulamentada no Brasil nos três poderes, bem como identificar dificuldades para uma adoção mais ampla no sentido de aumentar a participação democrática, inclusive reconhecendo o risco da espetacularização e do decaimento em uma Democracia Plebiscitária. Como exemplos de Instrumentos Digitais de Participação Democrática (IDPD) a serem analisados estão o Mudamos+ (RJ- BR), que trabalha com Iniciativa Popular, e a Plataforma Rousseau (Itália), funcionando até então basicamente para plebiscitos, referendos e consultas. No desenvolvimento da pesquisa apontaremos de forma crítica suas características, sua implementação, as vantagens e os riscos inerentes.
