In a context of extreme neoliberal offensive that has imposed several challenges to housing policy of social interest throughout the country, it is necessary to investigate how it has been given its implementation in the city of João Pessoa-PB. The present study consists of a field research on housing policy in the capital of Paraíba, which aims to analyze the realization of the right to the city and decent housing through the Programa Minha Casa Minha Vida for low income families, according to the availability of public services and equipment. Field research was carried out in the four most well-equipped housing complexes with public health, education and public transportation services and facilities, with the application of forms with the original beneficiaries. In addition to the field research, a bibliographical research provided the basis for the rescue of the historical process of production of housing of social interest, both at the national and municipal level, thus making it possible to understand the present and intervene in the construction of the future. As a result, the study asserted the hypothesis of the research, identifying the lack of public services and equipment in the environments of the housing complexes surveyed in the city of João Pessoa, highlighting the paradox and contradictions between the various existing legislations that affirm the right to the city and to decent housing, and what has been made effective by the Program.
