Resumo: This dissertation aimed to analyze the experience of the production path of an element of the Institutional Development Plan - PDI, of the Federal Institute of Amap? - IFAP, its Political Pedagogical Project; conceptualize participatory and collaborative management; delimit the conduct of an action research under the IFAP with actors that are part of the PPP / PDI / IFAP elaboration process and analyze the data collection on the PPP / PDI / IFAP elaboration process. It started from the assumption that any and all management planning needs to have the participation, effective involvement and commitment of the people who make the company / institution work on a daily basis. IFAP was created on December 29, 2008, by Law 11.892, which transformed the Federal Technical School of Amap? - ETFAP - into the Federal Institute of Education, Science and Technology of Amap? - IFAP, linked to the Ministry of Education. In view of my initial academic training and professional experience, I felt challenged to present data and analyze the course of this construction, of which I was a part as an implicated subject. The methodology used was based on action research (GIL, 2007 and Thiollent, 2009), using the researcher's logbook and data collection tools, through a written interview, of the open and closed questionnaire type, with a group of the participants. For the analysis it was also necessary to use the PDI / IFAP. The work had as reference authors from the field of education, who work with educational planning, as well as those who defend the perspective of a citizen and participatory school, as well as authors who discuss the pedagogical political project in its multiple dimensions. The research brought up the difficulties in the implementation of a participatory discussion process, especially in a still very young institution, in the construction of its teaching and technical staff, in which many of the actors are still approaching these challenges, appropriating terminologies and elaboration processes, but demonstrated that the exercise of collective decision-making must be permanent and evaluated in order to verify if it is having the desired effect. He also made it clear that the role of managers is fundamental in order to create objective conditions so that the process of building documents that will guide present and future actions is representative of the community involved and can even provide new forms of management in a perspective participatory

Partiu do pressuposto de que todo e qualquer planejamento de gest?o precisa ter a participa??o, o efetivo envolvimento e o comprometimento das pessoas que fazem a empresa/institui??o funcionar no dia-a-dia. O IFAP foi criado em 29 de dezembro de 2008, pela Lei n? 11.892, que transformou a Escola T?cnica Federal do Amap? ? ETFAP - em Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Amap? - IFAP, vinculado ao Minist?rio da Educa??o. Diante da minha forma??o acad?mica inicial e experi?ncia profissional, senti-me desafiada a apresentar dados e analisar o percurso dessa constru??o, da qual fiz parte como sujeito implicado. A metodologia utilizada foi embasada na pesquisa-a??o (GIL, 2007 e Thiollent, 2009), utilizando as ferramentas do Di?rio de Bordo da pesquisadora e da coleta de dados, atrav?s de uma entrevista escrita, do tipo question?rio aberto e fechado, com um grupo dos participantes. Para a an?lise tamb?m foi necess?rio recorrer ao PDI/IFAP. O trabalho teve como refer?ncia autores do campo da educa??o, que trabalham com planejamento educacional, bem como os que defendem a perspectiva de uma escola cidad? e participativa, al?m de autores que discutem o projeto pol?tico pedag?gico em suas m?ltiplas dimens?es. A pesquisa trouxe ? tona as dificuldades na implementa??o de um processo de discuss?o participativa, sobretudo numa institui??o ainda muito nova, em constru??o de seus quadros docente e t?cnico, em que muitos dos atores ainda est?o se aproximando desses desafios, se apropriando das terminologias e dos processos de elabora??o, mas demonstrou que o exerc?cio da tomada de decis?es coletivas deve ser permanente e avaliado para que se possa verificar se est? surtindo o efeito desejado. description This dissertation aimed to analyze the experience of the production path of an element of the Institutional Development Plan - PDI, of the Federal Institute of Amap? - IFAP, its Political Pedagogical Project; conceptualize participatory and collaborative management; delimit the conduct of an action research under the IFAP with actors that are part of the PPP / PDI / IFAP elaboration process and analyze the data collection on the PPP / PDI / IFAP elaboration process. It started from the assumption that any and all management planning needs to have the participation, effective involvement and commitment of the people who make the company / institution work on a daily basis. IFAP was created on December 29, 2008, by Law 11.892, which transformed the Federal Technical School of Amap? - ETFAP - into the Federal Institute of Education, Science and Technology of Amap? - IFAP, linked to the Ministry of Education. In view of my initial academic training and professional experience, I felt challenged to present data and analyze the course of this construction, of which I was a part as an implicated subject. The methodology used was based on action research (GIL, 2007 and Thiollent, 2009), using the researcher's logbook and data collection tools, through a written interview, of the open and closed questionnaire type, with a group of the participants. For the analysis it was also necessary to use the PDI / IFAP. The work had as reference authors from the field of education, who work with educational planning, as well as those who defend the perspective of a citizen and participatory school, as well as authors who discuss the pedagogical political project in its multiple dimensions. The research brought up the difficulties in the implementation of a participatory discussion process, especially in a still very young institution, in the construction of its teaching and technical staff, in which many of the actors are still approaching these challenges, appropriating terminologies and elaboration processes, but demonstrated that the exercise of collective decision-making must be permanent and evaluated in order to verify if it is having the desired effect. He also made it clear that the role of managers is fundamental in order to create objective conditions so that the process of building documents that will guide present and future actions is representative of the community involved and can even provide new forms of management in a perspective participatory
