O autoempreendedorismo informal e a inserção social de jovens pelo trabalho

Resumo: The transformations in the world of work, which occurred mainly from the 90's with the implementation of neoliberal politics in Brazil, had several consequences for workers. The discourse of market freedom, the flexible production of labor and the reduction of the State, triggered an unstable and uncertain working environment, marked by delinquency, high levels of unemployment and the disruption of the labor market. This scenario was conducive to strengthening entrepreneurship and informality in the country, as a solution for the contingent of unemployed. As a consequence of the unfavorable formal labor market, an individual form of job insertion emerged, called by some authors, such as Rosenfield (2015), of selfentrepreneurship. This way of entering the market mainly attracts young people who see this alternative as a way of obtaining income. In this perspective, this research sought to understand how the insertion of young people in the labor market occurs, through informal selfentrepreneurship, in the city of Aracaju-SE. As for the methodological procedures, the approach was of a qualitative, descriptive and exploratory nature. The research strategy used was the biographical method, by analyzing the life history of five young people whose data were collected through in-depth interviews, non-participant observation and notes from the field diary. Content analysis was the technique chosen for data treatment and analysis. The results show that the informal young self-entrepreneurship, analyzed here, occurred mostly out of necessity, due to socioeconomic conditions, such as low education and unemployment, and also due to the desire for autonomy and independence at work. The young people interviewed demonstrate satisfaction in self-entrepreneurial work and optimism regarding the future, even with the characteristics of precariousness identified and reported difficulties. Respondents are unaware of the public policies for formalizing companies and do not show interest in the subject at the moment. During the pandemic caused by the Coronavirus, young people suffered the negative impact of social isolation initially, but then used the amount of emergency aid granted by the Federal Government to increase the current business or invest in new ones. In this sense, there was an intensive use of digital social networks, such as Whastsapp and Instagram, as essential tools for communication, dissemination and sales of products and / or services, as well as the delivery of goods by the delivery service. This type of insertion in the market demonstrated that, although self-entrepreneurship is perceived by young people as an important element for their autonomy and satisfaction, it does not always mean a positive factor regarding the social, cultural and economic position of these workers. As a contribution, the results generated in this dissertation can guide new research on young self-entrepreneurship, in the context of informality, and direct in the formulation of public policies to guide and train these individuals, aiming at good working conditions and the sustainability of their businesses.

O discurso da liberdade de mercado, da flexibilização produtiva do trabalho e da redução do Estado, desencadearam um ambiente laboral instável e incerto, marcado pelo desassalariamento, altos níveis de desemprego e desestruturação do mercado de trabalho. Esse cenário foi propício para o fortalecimento do empreendedorismo e da informalidade no país, como solução para o contingente de desempregados. Como consequência do mercado de trabalho formal pouco favorável, surgiu uma forma individual de inserção pelo trabalho, denominada por alguns autores, como Rosenfield (2015), de autoempreendedorismo. Esse modo de inserção no mercado atrai principalmente os jovens que veem nessa alternativa uma forma de obtenção de renda. Nessa perspectiva, a presente pesquisa buscou compreender como ocorre a inserção dos jovens no mercado de trabalho, por meio do autoempreendedorismo informal, na cidade de Aracaju-SE. Quanto aos procedimentos metodológicos, a abordagem foi de natureza qualitativa, descritiva e exploratória. A estratégia de pesquisa utilizada foi o método biográfico, mediante análise da história de vida de cinco jovens cujos dados foram coletados por meio de entrevistas em profundidade, observação não-participante e anotações do diário de campo. A análise de conteúdo foi a técnica escolhida para tratamento e análise dos dados. Os resultados mostram que o autoempreendedorismo informal jovem, aqui analisado, ocorreu em sua maioria por necessidade, devido às condições socioeconômicas, como baixa escolaridade e desemprego, e também pelo desejo de autonomia e independência no trabalho. Os jovens entrevistados demonstram satisfação no trabalho autoempreendedor e otimismo em relação ao futuro, mesmo com as características de precariedade identificadas e dificuldades relatadas. Os entrevistados desconhecem as políticas públicas de formalização de empresas e não demonstram interesse no assunto no momento. No período da pandemia provocada pelo Coronavírus, os jovens sofreram o impacto negativo do isolamento social inicialmente, mas em seguida utilizaram o valor do auxílio emergencial concedido pelo Governo Federal para incrementar o atual negócio ou investir em novos. Nesse sentindo, constatou-se o uso intensivo de redes sociais digitais, como Whastsapp e Instagram, como ferramentas essenciais de comunicação, divulgação e vendas dos produtos e/ou serviços, assim como a entrega das mercadorias pelo serviço de delivery. Esse tipo de inserção no mercado demonstrou que, apesar do autoempreendedorismo ser percebido pelo jovem como um elemento importante para sua autonomia e satisfação, nem sempre significa um fator positivo quanto à posição social, cultural e econômica desses trabalhadores.
