Resumo: The school manager must seek a link between public policies and educational activities to serve his client "the student", with participatory and democratic solutions. School management aims to manage material and human resources seeking improvements in the educational and social processes of the school, ensuring the effective development of student learning. In this way, the success of this management comes to use tools, to analyze the results and the economic and social context of these students. With the Access to Information Law (LAI), the government guaranteed access to information, as provided for in the Constitution, by disseminating information of public interest, through Information and Communication Technologies (ICTs). Based on open government data (DGA), which is information and data in the public domain, made available to citizens via the internet. The National Institute of Educational Studies and Research Anísio Teixeira (INEP) annually provides educational indicators, with the purpose of providing improvements in the quality of teaching, providing a large volume of data to its customers. In the information society that we live in today, information is the most valuable asset of this era, so every manager must take advantage of all technologies, for innovation in their processes. Since the Business Intelligence process aims to assist in transforming this raw data into meaningful information. For this reason, the nature of this study is applied research, carried out with municipal school managers in Santa Maria, RS, proposing the creation of a data repository, with educational indicators, using Data Warehouse technology and also, presenting a set of techniques and tools of Business Intelligence, to unravel this set of data in information. This dissertation proposed to the program, covers the objectives of the research line, on the Management of Educational Technologies in Network, thus reports an exploratory research, with a quantitative approach, which uses the action research as a method, to elaborate a product that facilitates the extraction and the use of INEP indicators. For this, we evaluated the use of the product with this audience, in order to validate the management proposal, seeking an analysis, of the contribution provided by the visualization of these indicators in significant information, in order to subsidize the decision making by the municipal school managers. The results show that the product transformed data into knowledge and contributes as a support tool for the development of strategies to be applied in schools, seeking improvements in the quality of teaching, with a focus on student learning. In summary, the project proposal presented the steps for the creation of DW with INEP indicators, instigating the use of digital technologies in school management, through the blog developed for managers, which provides a set of dashboards with these indicators. The new school management must investigate all the data of its environment, thus analyzing its teaching processes, consolidating an organizational climate favorable to the development of everyone's collective work.

A gestão escolar tem por objetivo gerir os recursos materiais e humanos buscando melhorias nos processos educacionais e sociais da escola, garantindo o desenvolvimento efetivo da aprendizagem do aluno. Dessa forma, o sucesso desta gestão vem ao encontro de utilizar ferramentas, para analisar os resultados e o contexto econômico e social destes alunos. Com a Lei de Acesso à Informação (LAI), o governo garantiu o acesso à informação, conforme previsto na Constituição, divulgando informações de interesse público, através das Tecnologias da Informação e Comunicação (TICs). Isso, baseado nos dados governamentais abertos (DGA), que são informações e dados de domínio público, disponibilizados ao cidadão via internet. O Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP) disponibiliza anualmente os indicadores educacionais, com a finalidade de proporcionar melhorias na qualidade do ensino, proporcionando um grande volume de dados aos seus clientes. Na sociedade da informação que se vive hoje, a informação é o ativo mais valioso desta era, assim, todo o gestor deve usufruir de todas as tecnologias, para inovação em seus processos, visto que o processo de Business Intelligence tem como objetivo auxiliar na transformação desses dados brutos em informações significativas. Por esse motivo, a natureza deste estudo é uma pesquisa aplicada, realizada com os gestores escolares municipais de Santa Maria, RS, propondo a criação de um repositório de dados, com os indicadores educacionais, utilizando a tecnologia de Data Warehouse e, também, apresentar um conjunto de técnicas e ferramentas de Business Intelligence, para desvendar este conjunto de dados em informações. Esta dissertação proposta ao programa abrange os objetivos da linha de pesquisa, acerca da Gestão de Tecnologias Educacionais em Rede, assim reporta uma pesquisa exploratória, de abordagem quantitativa, que utiliza como método a pesquisa-ação para elaborar um produto que facilite a extração e a utilização dos indicadores do INEP. Para isso, avaliou-se a utilização do produto com este público, a fim de validar a proposta de gestão, buscando uma análise da contribuição proporcionada pela visualização destes indicadores em informações significativas, com o intuito de subsidiar a tomada de decisão pelos gestores escolares municipais. Os resultados evidenciam que o produto transformou dados em conhecimento e contribui como instrumento de apoio para a elaboração das estratégias a serem aplicadas nas escolas, buscando melhorias na qualidade do ensino com foco na aprendizagem do aluno. Em síntese, a proposta do projeto apresentou as etapas para a criação de DW com os indicadores do INEP, instigando o uso de tecnologias digitais na gestão escolar por meio do blog desenvolvido para os gestores, que disponibiliza um conjunto de dashboards com esses indicadores.
