Introduction: Distance education is a relevant educational resource for permanent capacitating professionals that work in health institutions. Among these institutions, special attention is given for prisons, where the inmates face problems such as overcrowding and inhumane conditions, which favor the occurrence of skin wounds. Objectives: To develop and to validate a permanent on-line educational course regarding wound treatment for health professionals working in penal institutions in the state of São Paulo. Methods: Descriptive study concerning the development, configuration and validation of the course from the wound’s treatment protocol, developed in the Penitentiary Administration Secretary. The Study was approved by the Research Ethics Committees of UNIFESP and of the State Department of Prison Administration. The course’s development was carried out in the following steps: novelty search and the courses’s content formulation, based on the treatment protocol for penal institutions and articles found in the databases BVS, Lilacs, Pubmed and ERIC. The course’s configurations in the Moodle platform in the second phase and, on the third stage, the validation by the Delphi technique, consulting the expert panel as well as suiting the course according to the judges’ recommendation. Results: The course has six modules with content archives, six fixation exercises and one learning evaluation. The validation by the expert panel reached an overall content validity index (CVI) of 0,83 (Delphi 1) and CVI= 0,98 (Delphi 2). The course was set up in the platform at Moodle, in provisory installation, for later implementation in the Penitentiary Administration School. Conclusion: The on-line permanent education course about wound treatment for health professionals working at the penal system in the state of São Paulo was developed and validated.
