Resumo: This doctoral thesis has as its point of problematization the following question: how has the evolution of national legislation and national regulatory institutions for biofuels been processed? The postulate of development was that of evolution and descriptive chronology of legislation and institutions. The work was divided into 4 chapters of contents that seek to explore, from a descriptive and analytical perspective, the legislation from the period from 1930 to the present day, and to describe and analyze the state agencies that regulate this market and this economic activity. As mentioned, the work did research based on legislated documents and bibliographic research. The strategy for drafting the text sought to follow the timeline for the evolution of legislation and institutions. At the end, the result is the text with tables with a detailed description, organized by phases, of all the legislation issued and of the two main regulatory agencies in the period analyzed

Como mencionado, o trabalho fez pesquisa com base em documentos legislados e com pesquisa bibliográfica. A estratégia de redação do texto procurou seguir o cronograma de evolução da legislação e das instituições.
