The high social inequalities in Brazil can be expressed by the absence of adequate infrastructure and housing conditions in most cities. This study was focused on the problem of the housing deficit the country faces, centered on the low income families, since they represent about 90% of such deficit. In this way, this essay searches to offer aid to face one of the biggest challenges for a fairer society and with better life quality: the housing. The general aim of this study was to present an orientation, monitoring and assessment system for the ―Minha Casa, Minha Vida‖ program (PMCMV) on the Acquisition and Alienation of Real State modality, through the resource transfer to the Fundo de Arrendamento Residencial (FAR) (―Residential Leasing Fund‖) in the Programa Nacional de Habitação Urbana (PNHU) (―Urban Housing National Program‖) scope. It was particularly intended to: identify the logical structure of the PMCMV/FAR; to assess its results in Viçosa/MG, with emphasis on the focus and perception of its beneficiaries; to validate the logical structure on the axis of the assessment of the results. In order to do that, the Logical Framework Approach was used. The elaboration of the Logical Framework Matrix (MEL) from PMCMV/FAR was preceded by the explanation of the Program Theory the design of the program and led in the establishment of the assessment indicators. In order to reinforce and validate the MEL, its application was made in the level of Result Assessment, in a housing project in the city of Viçosa/MG. Therefore, the Logistic Regression Analysis was shown to be the most adequate to support the assessment of the process of selecting the benefited families. The bigger the marks set to the leakage error, which is more important in the initial phase of the program, the bigger the focus indicator. The PMCMV in the studied city was shown to be focused on its pre-established audience. The field study of the housing unit dimensions, of the entrepreneurship, and of the surroundings, which derived from the Logical Framework Matrix, allowed the assessment of the PMCMV results under the perception of its beneficiaries in a broad and integrated way. The constructs elaborated through the MEL were shown to be valid and trustworthy. The Cluster Analysis was adequate to assess the perception of the beneficiated. The general results indicated that the Logistic Regression Analysis and the Cluster Analysis are promising multivariate methodologies for studies of this nature, once they reflected faithfully the observed reality. The Logical Framework Approach was shown to be suited to organize and to give consistency to the management, to the monitoring and to the assessment of the PMCMV/FAR. The construction of this MEL was intended to reach the consolidation of a monitoring and assessment methodology that is replicable in the whole country.
