Given the housing deficit in Brazil and the considerable concentration of population in the income bracket of up to three minimum wages, we need a housing policy to meet this demand. As proposed by the Brazilian Government, has identified the National System for Social Housing Programs, consisting of actions, which will be object of this investigation. As a first goal, we seek to provide, through a literature search, the context of the housing problem in Brazil from a historical perspective on public policy initiatives. In Article II, the purpose is to identify and analyze investment by federal program and the efficiency of Federal Units in the allocation of resources, ie, measuring the ratio of investment (inputs), number of dwellings and deficit reduction (outputs). Next, in order to outline the economic profile of the beneficiaries and assess the results and the focus of a program, develops a case study of the housing program "Letter of Credit Associations" in the city of Cajuri, Minas Gerais. Articles II and III are quantitative analysis and statistical methods. The fourth phase of research aims to understand the perceptions of managers of SNH on housing policy, qualitative, and the processing of data by content analysis. The analysis of the four articles of this study enabled us to outline part of the objective and subjective context of national housing policy. For programs to deliver better performance, achieve efficiency, institutional development activities and technical support to municipalities and FUs are urgent. This demand is present in the government agenda in a specific department, the DICT, Department of Institutional Development and Technical Cooperation in the SNH. Whereas the actual creation of the Ministry of Cities is recent and he is in the process of consolidating its internal capacity management is expected in the near future to propose actions more emphatic and its control to other federal agencies comply with also its role as guarantor of rights.
