Políticas públicas e agricultura familiar: uma abordagem territorial do PRONAF no Médio Jequitinhonha

In this study it was found the main factors by which the implementation of public policies for rural development focusing on family agriculture, especially the PRONAF, may assist in the process of territorial development in areas that have low power economic and what are the scopes of their impacts. It was examining the potential of these policies to produce direct and indirect effects on the economies of the municipalities that make up these territories. To set the crop area, adopted the strategy used by the Department of Territorial Development, the administrative organ of the Ministry of Agrarian Development. For the empirical analysis was chosen as the test crop Território Médio Jequitinhonha in Minas Gerais. The study was divided into two parts. At first, it was studied the major forms of institutional and social interaction to be considered within the implementation of the PRONAF territory. In the second, through the instrument panel on statistical data, analyzed both the impact of the credit PRONAF in key economic variables of the cities of the Médio Jequitinhonha. It was concluded that public policies for sustainable rural development from the strengthening of family farming are able to bring positive impacts to economies of low economic growth, such as the Médio Jequitinhonha Territory, provided that the characteristics geography, population, and economic institutions of the territory. The study confirmed the hypothesis on the two factors used to these policies, as PRONAF, may assist in the development of these territories, as well as better understand each. These two factors are linked to economic and institutional issues within the territory, as shown by the results.
