Vantagens e desvantagens do teletrabalho dos servidores técnicos administrativos em educação de uma Instituição pública federal

Resumo: | Telecommuting in the government sector still faces challenges to overcome, even after the COVID-19 crisis. The difficulties are enormous, such as the separation of professional and personal lives, increased workload, working without supervision, difficulties with the technological infrastructure, in addition to productivity threatened by isolation. Faced with this context, the scientific relevance of the topic is evident, since this labor model is inserted in the daily lives of workers, bringing impacts on public management, as well as on the life of the server. The moment shows that the crisis generates opportunities and that changes lead society and institutions to adopt models that have never been tried before, making room for innovation, learning and growth. Hybrid work is one of the alternative ways of working after the pandemic, as it brings together the best practices of face-to-face work with the best practices of telework, which can bring about a revolution in the labor model. There are many studies in the literature that analyze the advantages and disadvantages of remote work for civil servants in public universities, most of whom have no experience with this type of work. The objective of this dissertation is to identify the benefits and difficulties in the perception of administrative technical servers in education with the implementation of telework during the pandemic. The methodology used was an applied research, with a quantitative approach, with an exploratory, descriptive objective and the use of bibliographical research and data collection through a survey-type questionnaire with closed questions. The results were that 84% of the servers did emergency telework. For employees who did emergency telework, the socio-demographic and functional profile of the interviewees was surveyed, in addition to specific questions to define the perceptions that employees had in relation to the new way of working. Telecommuting during the pandemic has provided numerous advantages, such as: fewer interruptions, less distraction, greater interaction with the family, greater autonomy to organize tasks, more flexible hours and greater efficiency, effectiveness and productivity. The main disadvantages pointed out were: the workload increased, the server experienced greater social isolation, without interaction with co-workers. One fact that drew attention was that even though entry into telecommuting was compulsory, many had recognition of their obligations by co-workers, that work development was not impaired, that there was no resistance from managers and colleagues to the work regime, nor for this reason they were more supervised by the institution and that their emotions were not shaken. In general, the servers were satisfied with the telework that is being developed at UNIFAL-MG, and pointing out that the hybrid regime is the best work model to be implemented, and this appointment is the greatest reward of work for the university. |

As dificuldades são enormes, tais como a separação da vida profissional do pessoal, o aumento da carga horária, trabalhar sem supervisão, dificuldades com a infraestrutura tecnológica, além da produtividade ameaçada pelo isolamento. Frente a esse contexto, é evidente a relevância científica do tema, visto que esse modelo trabalhista está inserido no cotidiano dos trabalhadores, trazendo impactos no gerenciamento público, bem como na vida do servidor. O momento mostra que a crise gera oportunidades e que as mudanças conduzem a sociedade e instituições a adotarem modelos nunca antes experimentados, dando espaço para a inovação, aprendizagem e o crescimento. O trabalho híbrido é uma das alternativas de formas de trabalho pós-pandemia, pois reúne as melhores práticas da modalidade presencial com as melhores práticas do teletrabalho, podendo trazer uma revolução no modelo trabalhista. Na literatura são abundantes os estudos que analisam as vantagens e desvantagens do trabalho remoto para os servidores públicos nas universidades públicas, dos quais a maioria não possui experiência com essa modalidade de trabalho. O objetivo desta dissertação é identificar os benefícios e dificuldades na percepção dos servidores técnicos administrativos em educação com a implantação do teletrabalho durante a pandemia. A metodologia utilizada foi uma pesquisa de natureza aplicada, com abordagem quantitativa, com objetivo exploratório, descritivo e utilização de pesquisa bibliográfica e levantamento de dados por meio de questionário tipo survey com perguntas fechadas. Os resultados foram que 84% dos servidores fizeram o teletrabalho emergencial. Para os servidores que fizeram o teletrabalho emergencial foi levantado o perfil sócio demográfico e funcional dos entrevistados além das perguntas específicas para definir quais as percepções que os servidores tiveram em relação ao novo modo de trabalho. O teletrabalho durante a pandemia proporcionou inúmeras vantagens, tais como: menos interrupções, menor distração, maior interação com a família, maior autonomia para organizar as tarefas, mais flexibilidade de horário e maior eficiência, efetividade e produtividade. As principais desvantagens apontadas foram: a carga de trabalho aumentou, o servidor vivenciou um maior isolamento social, sem interação com os colegas de trabalho. Um dado que chamou atenção foi que mesmo sendo compulsória a entrada no teletrabalho, muitos tiveram o reconhecimento de suas obrigações pelos colegas de trabalho, que o desenvolvimento do trabalho não foi prejudicado, que não houve resistência de gestores e colegas ao regime de trabalho, nem por isto foram mais supervisionados pela instituição e que o emocional não foi abalado.
