Law No. 14,133/2021 introduced significant changes to Brazilian public procurement by establishing new requirements related to planning, governance, risk management, and transparency in procurement procedures. In this context, this dissertation aimed to develop a framework of temporal, economic, and operational indicators to evaluate the impacts of the implementation of Law No. 14,133/2021 on electronic reverse auctions at UNIPAMPA, from the perspective of its decentralized structure. To achieve this objective, a descriptive case study employing both quantitative and qualitative approaches was conducted, covering the period from 2022 to 2025. Data were collected through the analysis of institutional documents, information extracted from the university's procurement systems, and questionnaires administered to staff members involved in procurement processes. The analysis examined the temporal, economic, and operational indicators of electronic reverse auctions, as well as the perceptions of staff regarding the impacts of the new legislation. The results indicate that the implementation of Law No. 14,133/2021 expanded planning activities and increased the formalization of procurement procedures by incorporating new instruments and processes into the institution's administrative routine. Although an increase in procedural complexity was observed, the analyzed indicators demonstrated that high contract award rates were maintained and that average processing times decreased after the initial adaptation period. Survey participants highlighted improvements in process organization, the use of digital tools, and procurement planning, while also identifying challenges related to staff training and the adaptation of organizational units to the new regulatory requirements. It is concluded that the new legislation has strengthened governance practices and improved the management of public procurement at UNIPAMPA, although its full consolidation depends on continued investment in staff training, process integration, and institutional development.
