Política Ambiental Integrada: um estudo sobre a Gestão Ambiental na Unoeste

Resumo: The issues related to management and disposal of solid waste generated by society are very important in the global context, since the human life quality permeates this issue, as the population increases and it is maintained by unsustainable consumption patterns, it ends up destroying the basis of its own life support. Universities have a basic role in this context because it is the place that by excellence produces knowledge and prepares future professionals for the job market. The problems related to the solid waste management at universities are complex and require systemic solutions, which are primarily based on the prevention and reduction of the generation of such waste that occurs through continuous and integrated environmental education practices. The issue raised would be the observation of the University researched concerning the importance of implementing an integrated environmental policy in the waste management generated on the campus and the necessity of environmental education practices in academic every day. Based on the assumption that the integrated environmental management to the university can contribute to changes in management of waste generated on the campus. And on this assumption, it is justified to understandand present such environmental policies at Universidade do Oeste Paulista UNOESTE from the perspective of education and environmental regulations, aiming to be a reference for environmental management. Therefore, the objective of this research is to present the ways of implementing an integrated environmental policy focusing on environmental education as a strategy for environmental management at the University. First, the methodology conducted was to perform a literature survey about the approached issue and then perform na analytical descriptive exploratory study, fixed to the action research with quali-quantitative approach, using the systemic observation as technic. This procedure establishes a sequence of steps that includes identifying, sorting, weighing and characterizing of solid waste generated in blocks B1, B2, B3 and kiosks of campus II, for identifying collection processes and final disposal of them. It is observed that the materials are put away as useless ones, without na appropriate treatment or reducing, reusing, recycling or re-education practices of users. It was found the existence of a management system of paper and plastic waste. Among the results it was possible to reproduce data that allow to prove partially the hypothesis presented, because there are initiatives in solid waste management, but they occur in a gradual and disarticulated way in relation to the amount of its generation. Finally, this present research introduces a plan for a sustainable environmental logistics guided in the execution of the institutional mission and commitment through their environmental practices corroborate the formation of socially responsible citizens.

As universidades têm um papel fundamental nesse contexto, pois é o local que por excelência se produz conhecimentos e prepara futuros profissionais para o mercado de trabalho. Os problemas relacionados à gestão dos resíduos sólidos em universidades são complexos e exigem soluções sistêmicas, pautados principalmente na prevenção e redução da geração desses resíduos que se dá através de práticas contínuas e integradas de educação ambiental. A problemática levantada seria a observação da Universidade pesquisada quanto à importância de implementação de uma política ambiental integrada na gestão dos resíduos gerados no campus e a necessidade de práticas de educação ambiental no cotidiano acadêmico. Parte-se da hipótese que a gestão ambiental integrada na Universidade pode vir a contribuir para mudanças de gestão e gerenciamento dos resíduos gerados no campus. E nessa premissa que se justifica entender e apresentar tais políticas ambientais na Universidade do Oeste Paulista UNOESTE sob a perspectiva da educação e legislação ambiental vigente, objetivando ser uma referência de gestão ambiental. Portanto, o objetivo da presente pesquisa é apresentar as formas de aplicação de uma política ambiental integrada focada na educação ambiental como estratégia para uma Gestão Ambiental na Universidade. A metodologia empregada foi, primeiramente, realizar um levantamento bibliográfico sobre a temática abordada e, seguidamente, a realização de um estudo exploratório descritivo analítico, ancorado na pesquisa-ação com abordagem de pesquisa quali-quantativa, utilizando como técnica a observação sistêmica. Este procedimento estabelece uma sequência de etapas que contemplam a identificação, separação, pesagem e caracterização dos resíduos sólidos gerados nos Blocos B1, B2, B3 e nos quiosques do campus II, para identificação dos processos de coleta e disposição final dos mesmos. Observa-se que os materiais são descartados como inservíveis, sem um tratamento adequado ou práticas de redução, reutilização, reciclagem ou reeducação dos usuários. Constatou-se a existência de um sistema de gerenciamento dos resíduos de papel e plásticos. Dentre os resultados foi possível reproduzir dados que permitem comprovar em parte a hipótese apresentada, pois há iniciativas de gerenciamento de resíduos sólidos, porém ocorrem de forma paulatina e desarticulada em relação ao montante de sua geração. Por fim, a presente pesquisa apresenta um plano para uma logística ambiental sustentável pautada no compromisso da efetivação da missão institucional e através de suas práticas ambientais corroborar para a formação de cidadãos com responsabilidade socioambiental.Made available in DSpace on 2016-07-18T17:46:20Z (GMT).
