Resumo: | This paper analyzes the resumption of investments the private real estate on residential projects in the downtown (historical center and surrounding areas) in São Paulo, intensified before 2007, the spatial area defined by the perimeter of the Operação Urbana Centro. The rates of the Brazilian real estate market launches between 1985 and 2014 indicate an increase in the volume of new projects undertaken by the real estate market since 2004, especially in São Paulo. However, even after the regulations Operação Urbana Centro (LEI MUNICIPAL Nº 12.349, 1997 – which led to the region's Sao Paulo historic downtown the most permissive zoning of the city, in terms of construction potential and category of use); data analysis shows that only from the year 2007 there was significant increase in the production of new projects in this region by the private sector, especially for residential use. This paper aims to identify the data that prove this increase and systematize them, relating them to the regulatory frameworks and market situations affecting the real estate industry and together guide the formal private production of urban space. From a comprehensive survey of residential , hotel or joint ventures implemented at the perimeter of Operação Urbana Centro since the year 1985, through the first proposals for urban operations contemplated in the 1985 Plan of Director; the Operações Interligadas (1986) and by the PD-1988; by Operação Urbana Anhangabaú (1991); monetary stabilization of the country after 1994; by own Operação Urbana Centro (launched in 1997); by the Estatuto da Cidade (2001); the Strategic Master Plan 2002 and the Strategic Regional Plans and the corresponding Law of Use and Occupation of 2004 Solo; the Ação Centro Programme (2001-2004); the new financing arrangements launched by CEF (PAR Credit and Associative) in the early 2000s; the new regulation of real estate and the opening of capital held in the sector between the years 2005 and 2007; by the global real estate crisis of 2008, its consequences and reactions in Brazil and São Paulo context; and the Minha Casa Minha Vida (2009) and its revision (2011); getting the most recent period (after 2010), in which matured and gestated projects were launched in the immediately preceding situation; we intend to identify periods, trends and movements of recent private residential real estate production in the central region of São Paulo and to find the potential and limits of this process. |

El incremento de lanzamientos del mercado inmobiliario de Brasil entre 1985 y 2014 indican un aumento en el volumen de nuevos proyectos emprendidos por el mercado inmobiliario desde 2004, especialmente en São Paulo. Sin embargo, incluso después de la regulación de la Operação Urbana Centro (LEI MUNICIPAL Nº 12.349, 1997 - lo que llevó al centro histórico de la región de Sao Paulo a ser la zona com má permisos de la ciudad, en términos de potencial de construcción y categoría de uso); el análisis de los datos muestran que, sólo desde el año 2007, no hubo un aumento significativo en la producción de nuevos proyectos en esta región por el sector privado, sobre todo para uso residencial. A partir de un estudio profundo del mercado inmobiliario residencial, hoteles o empresas conjuntas implementadas en el perímetro del Operação Urbana Centro desde el año 1985, a través de las primeras propuestas de operaciones urbanas contempladas en el Plan Director 1985 de dicho proyecto; las Operações Interligadas (1986) y por la DP1988; por la Operação Urbana Anhangabaú (1991); estabilización monetaria del país a partir de 1994; por la propia Operação Urbana Centro (lanzado en 1997); por el Estatuto da Cidade (2001); el Plan de Dirección Estratégica 2002 y los planes regionales estratégicos y la Ley correspondiente de uso y ocupación de 2004 Solo; el Programa de Ação Centro (2001-2004); los nuevos acuerdos de financiación puestas en marcha por CEF (PAR Crédito y asociativa) en la década de 2000; la nueva regulación de los bienes raíces y la apertura de capital en manos del sector entre los años 2005 y 2007; por la crisis inmobiliaria mundial de 2008, sus consecuencias y reacciones en Brasil y São Paulo em su contexto; y la Minha Casa Minha Vida (2009) y su revisión (2011); conseguir el período más reciente (después de 2010), en el que maduran y se pusieron en marcha proyectos gestionados en la situación inmediatamente anterior; tenemos la intención de identificar períodos, tendencias y movimientos de reciente producción residencial privado de bienes inmuebles en la región central de São Paulo y de encontrar el potencial y los límites de este proceso.Este trabalho analisa a retomada dos investimentos do setor imobiliário privado em empreendimentos residenciais na região central (centro histórico e adjacências) de São Paulo, intensificada a partir de 2007, no recorte espacial definido pelo perímetro da Operação Urbana Centro. Os índices de lançamentos do mercado imobiliário brasileiro entre os anos de 1985 e 2014 indicam um incremento no volume de novos projetos realizados pelo mercado imobiliário a partir de 2004, em especial na cidade de São Paulo. Contudo, mesmo após a regulamentação da Operação Urbana Centro (LEI MUNICIPAL Nº 12.349, 1997 – que propiciou à região do centro histórico de São Paulo o zoneamento mais permissivo da cidade, em termos de potencial construtivo e categoria de uso); a análise dos dados apresenta que somente a partir do ano de 2007 houve aumento relevante na produção de novos projetos nessa região por parte da iniciativa privada, em especial para uso residencial. Este trabalho se propõe a identificar os dados que comprovam esse aumento e organizá-los, relacionando-os com os marcos reguladores e com as conjunturas de mercado que afetaram o setor imobiliário e que, em conjunto, pautam a produção privada formal do espaço urbano. A partir de um levantamento completo dos empreendimentos residenciais, hoteleiros ou mistos concretizados no perímetro da Operação Urbana Centro, desde o ano de 1985, passando pelas primeiras propostas de operações urbanas cogitadas no projeto de Plano Diretor de 1985; pelas Operações Interligadas (1986) e pelo PD-1988; pela Operação Urbana Anhangabaú (1991); pela estabilização monetária do país após 1994; pela própria Operação Urbana Centro (lançada em 1997); pelo Estatuto da Cidade (2001); pelo Plano Diretor Estratégico de 2002, e pelos Planos Regionais Estratégicos e a correspondente Lei de Uso e Ocupação do Solo de 2004; pelo Programa Ação Centro (2001-2004); pelas novas modalidades de financiamento lançadas pela CEF (PAR e Crédito Associativo) no início dos anos 2000; pela nova regulamentação do setor imobiliário e pela abertura de capitais realizada no setor entre os anos de 2005 e 2007; pela crise imobiliária mundial de 2008, suas consequências e reações no contexto brasileiro e paulistano; e pelo Programa Minha Casa Minha Vida (2009) e sua revisão (2011); chegando ao período mais recente (após 2010), no qual amadureceram e foram lançados os
