Resumo: Although several methods for maturity analysis exist in the literature, covering the most diverse areas of knowledge, few applications refer to the electricity sector. Regarding the maintenance of hydroelectric plants (UHEs), this method of analysis is still little explored, and, therefore, the methodology proposed in this work can contribute to the improvement of these maintenance management systems. In this context, the focus of the work is to build a system that allows the analysis of the maturity of the maintenance management system in a hydroelectric plant based on performance indicators. For the development of the model, in the planning stage, a study was carried out of several methods available in the literature to analyze the maturity of maintenance management and its comparison with the items evaluated by DARDO (Declaration of Regulatory Self-Assessment and Operational Performance). Based on this comparison, a questionnaire was proposed, focusing on hydroelectric plants, and which aims to analyze a series of criteria, namely: Goals and Indicator Management; Functional and Maintenance Team Organization; Maintenance Planning; PCM Routines and Maintenance Execution; Evaluation and Treatment of Faults, Workshops and Tools and Maintenance Policy. The use of DARDO as a parameter for collecting the data to be used in the analysis method is justified by the fact that it already monitors the data necessary for inspection of the plant’s performance by the National Electric Energy Agency. This facilitates the collection of data to analyze the maturity of the plant selected for the study. The application of the maturity analysis method created was carried out in a hydroelectric plant previously selected for the research and development project to which this work is linked. As a result of the maturity analysis, the plant’s general concept was “Competent” with a grade of 86%. The best results were observed in the criteria Evaluation and treatment of failures (100% grade), Maintenance Policy (100% grade) and PCM Routines (Maintenance Planning and Control) and Maintenance Execution (95% grade). Finally, the application was validated based on the comparison between the results of the ANEEL assessment and the proposed method, where an alignment between these assessments was verified. It is worth noting that, as an evolution of DARDO, it may in the future include the analysis of new items, especially those related to industry 4.0, considering these applications are a trend within the industrial sector. With the application of the methodology created, it is possible to visualize, by the level of maturity reached, the possibilities for improving the plant’s maintenance management system, allowing for assertive actions to be taken to improve this system. It should also be noted that this model must be periodically reapplied, só that the evolution of the system can be verified because of the investments made in the period. Finally, it is important to highlight that DARDO intends to evaluate and supervise the provision of the power generation service by the plant, on the other hand, the proposed method intends to collaborate in the development of a maintenance system that reaches excellence according to the criteria proposed in this dissertation.

Em especial com relação a manutenção de usinas hidrelétricas (UHEs) este método de análise ainda é pouco explorado, e, portanto, a metodologia proposta neste trabalho pode contribuir com a melhoria destes sistemas de gestão da manutenção. Neste contexto, o foco do trabalho é construir um sistema que permita a análise da maturidade do sistema de gestão da manutenção em uma usina hidrelétrica tendo por base indicadores de desempenho. Para o desenvolvimento do modelo, na etapa de planejamento, realizou-se um estudo de diversos métodos disponíveis na literatura para análise da maturidade da gestão da manutenção e sua comparação com os itens avaliados pelo DARDO (Declaração de Autoavaliação Regulatória e de Desempenho Operacional). Com base neste comparativo, foi proposto um questionário, com foco em usinas hidrelétricas, e que visa analisar uma série de critérios, a saber: Metas e Gestão de Indicadores; Organização Funcional e da Equipe de Manutenção; Planejamento da Manutenção; Rotinas de PCM e Execução da Manutenção; Avaliação e Tratamento de Falhas, Oficinas e Ferramentas e Política de Manutenção. A utilização do DARDO como parâmetro para levantamento dos dados a serem utilizados no método de análise se justifica por este já monitorar os dados necessários para fiscalização do desempenho da usina pela Agência Nacional de Energia Elétrica. Desta forma facilita-se a coleta dos dados para análise da maturidade da usina selecionada para o estudo. A aplicação do método de análise de maturidade criado foi realizada em uma usina hidrelétrica previamente selecionada para o projeto de pesquisa e desenvolvimento ao qual este trabalho está vinculado. Como resultado da análise da maturidade o conceito geral da usina foi “Competente” com uma nota de 86%. Os melhores resultados foram observados nos critérios Avaliação e tratamento de falhas (nota 100%), Política de Manutenção (nota 100%) e Rotinas de PCM (Planejamento e Controle de Manutenção) e Execução da Manutenção (nota 95%). Finalmente, a aplicação foi validada a partir da comparação entre os resultados da avaliação da ANEEL e o método proposto, onde verificou-se um alinhamento entre estas avaliações. Vale destacar que, como evolução do DARDO, este poderá futuramente incluir a análise de novos quesitos, em especial aqueles correlacionados com a indústria 4.0 tendo em vista estas aplicações serem uma tendência dentro do setor industrial. Com a aplicação da metodologia criada é possível visualizar pelo nível de maturidade alcançado as possibilidades de melhoria do sistema de gestão da manutenção da usina, permitindo traçar ações assertivas para um aprimoramento deste sistema. Saliente-se ainda que este modelo deve ser reaplicado periodicamente, de tal forma que possa ser verificada a evolução do sistema em função dos investimentos realizados no período.
