O planejamento-orçamento das compras públicas na gestão digital: integração de dados no ciclo das políticas públicas

Considering the publication of Decree nº 9.203, of November 22, 2017, the inclusion of the follow-up and monitoring of public policies in the Federal Constitution of 1988 (CF/88) (BRASIL, 1988) represented a paradigm shift in use and provision of accounts of public resources, having its practical application started in the government planning cycle through the enactment of Law No. In the face of this new scenario, it is imperative to support automated systems in the collection, processing, implementation and integration of the Multi-Year Plan (PPA), the Annual Budget Law (LOA), the Budget Guidelines Law (LDO) and the Annual Plan Contracts – Government Procurement. Achieving the public policy targets imposed by the planning instruments is carried out through a cycle of public procurement that underwent an update with the publication of the new legal order for bidding, Law No. 8,666, of June 21, 1993. The new bidding law implements purchasing planning and is linked to the strategic planning of the bodies that make up the Federal Public Administration, making it necessary to integrate the Integrated Planning and Budget System (SIOP), the Integrated Financial Administration (SIAF) and Purchasing Portal. In search of an answer on how to carry out this integration between the referred systems, a qualitative research was carried out based on a literature review in the research portals Lens-org, CAPES, Web off Science and Scopus, documents from ministries, judgments of the Court of Union Accounts (TCU). In addition, a case study of a budgetary action of the Department of Science and Technology (DCT) of the Brazilian Army was carried out to analyze the elaboration of public expenditure planning. As a result, an integration of the department's public procurement plan with the budget planning proposal was identified with the support of Information and Communication Technology (ICT).
