Resumo: The United Nations Relief and Works Agency for Palestine Refugees in the near east (UNRWA) was created in 1949 after the war between Arabs and Jews over the region that belonged to Palestine and today is located the State of Israel. UNRWA emerged with the objective of assisting Palestinian citizens who fled the conflict searching for refuge in other regions. Then Agency carries out its activities in five regions, including the West Bank, Lebanon, Syria, Jordan and the Gaza Strip. In 2016 the agency adopted 11 of the United Nations 17 Sustainable Development Goals with the aim of including Palestinian refugees in the 2030 Agenda. This research studied the Objective 4 which is about promoting quality education through the inductive method of approach. The purpose is to analyze the work of UNRWA on the implementation of SDG 4 for Palestine 's refugees protection. At first a bibliographic study was carried out presenting data about the Agency's work since its formation till 2021. Secondly a case study was carried out in which the implementation of Quality Education in Jordan by UNRWA was analyzed. Finally on the lens of liberal Institutionalism the research presents the role of Institutions in the International System and commitment to global Agendas through a critical approach, bringing the consequent difficulties faced by UNRWA in implementing Sustainable Development Goal 4.

Esta agência surgiu com o objetivo de assistir cidadãos palestinos que fugiram do conflito em busca de refúgio em outras regiões, sendo suas atividades realizadas na Cisjordânia, Líbano, Síria, Jordânia e Faixa de Gaza. Em 2016, a agência adicionou à sua agenda 11 dos 17 Objetivos de Desenvolvimento Sustentável adotados pela Organização das Nações Unidas, com o intuito de incluir as pessoas refugiadas da Palestina na realização da Agenda 2030. Esta pesquisa, por meio do método de abordagem indutivo, estudou a aplicação do Objetivo 4 (Educação de qualidade) pela UNRWA, que se comprometeu em promover a educação de qualidade para pessoas refugiadas palestinas. Para o estudo, primeiramente, foi realizado um levantamento bibliográfico, no qual foram coletados dados do trabalho da Agência desde a sua formação até o ano de 2021. Em seguida, foi realizado um estudo de caso, no qual foi analisada a implementação da Educação de Qualidade na Jordânia pela UNRWA.
