Resumo: Introduction: Primary health care is the gateway to health care, but there are several obstacles to its functioning as advocated. Through this scenario the health assessment presents itself as a device that assists in the consummation of the proposed parameters. Objective: To analyze the presence and extension of the access attribute in Primary Health Care in the municipality of. Through PCATool. Methods: Professionals and users of the ESF of São José de Ribamar - MA responded to the primary care assessment instrument (PCATool). Results: The use of services (score 3.3) presents a better evaluation than accessibility (score 2.2), motivated by the low evaluation of indicators such as the functioning of the units at weekends and night care. There was a divergence in the evaluation of professionals and users, since professionals tend to be more condescending with the service offered. Conclusion: Identifying needs and proposing improvements in the conditions of access to primary health care means strengthening the role of primary health care as a regulator of health care.

Mediante a este cenário a avaliação em saúde apresenta-se como um dispositivo que auxilia na consumação dos parâmetros propostos. Objetivo: Analisar a presença e extensão do atributo acesso na Atenção Primária em Saúde do município de São José de Ribamar – MA através do PCATool. Métodos: Profissionais e usuários da ESF de São José de Ribamar – MA responderam ao instrumento de avaliação da Atenção Primária (PCATool). Resultados: A utilização de serviços (escore 3,3) apresenta melhor avaliação que a acessibilidade (escore 2,2), motivado pela baixa avaliação de indicadores como funcionamento das unidades aos finais de semana e atendimento noturno. O escore do atributo na perspectiva dos profissionais foi semelhante ao estimado na perspectiva dos usuários dos serviços. Dentre os indicadores estudados, atendimento na UBS no mesmo dia teve diferença estatisticamente significante na avaliação dos profissionais (3,8) e usuários (2,5). Conclusão: Não houve divergência na avaliação de profissionais e usuários sobre a qualidade das atividades de acesso e utilização dos serviços de atenção primária. O escore médio do atributo acesso de primeiro contato nas unidades foi classificado como inadequado.
