Resumo: There is considerable evidence to demonstrate that the regional development in developing countries shows high level of spatial concentration. The propose of this thesis is to analyze the Brazilian case to identify if the Brazilian Constitutional Funds (FNO, FNE and FCO) have a positive impact on the regional inequality. These funds was created in 1989 in order to finance economic activities in the North, Northeast and Center-West regions. Our results show that regional growth in Brazil over the last 10 years has not been affected by these Constitutional Funds. On the other way, public infra-structure, education and health have a positive relation with regional growth, which suggests that the public expending on those funds should be directed to these regional attributes.

Diante das diferenças regionais no Brasil o Governo Federal vem, desde o início do século XX, promovendo políticas de desenvolvimento regional no intuito de favorecer um crescimento econômico mais eqüitativo entre os estados. Entre as diferentes políticas regionais adotadas ao longo dos anos, no final da década de 1980 é apresentada uma nova proposta de combate ao problema regional no país. Essa proposta implementada, a partir da promulgação da Constituição Federal de 1988, resgata a questão da disparidade regional brasileira sendo, os Fundos Constitucionais de Financiamento como mecanismo de compensar as diferenças inter-regionais. Os recursos dos Fundos (FNO, FCO e FNE) contam, dentre as políticas regionais, com o maior volume monetário destinado ao desenvolvimento econômico regional. O objetivo desse trabalho é analisar o impacto dos Fundos Constitucionais de Financiamento para a indução do crescimento dos municípios e Estados nos quais se inserem esses programas, e assim, sua contribuição para a redução das desigualdades regionais do Brasil.
