As a result of the insertion of social rights in its constitutional texts, following a model of social protection that expanded in several countries, Brazil, after the promulgation of the Federal Constitution of 1988, creates an integrated Social Security system, among other policies, by Social Security. From then on, the processes of elaboration of public social security policies end up being interceded by political actors linked to the ideas of social protection as well as the ideas centered on the individual, that is, neoliberal. The latter have prompted a number of reforms in the structure of the social security system in recent years, since 1988. The paper aims to investigate the dynamics through which the social security area, as a space for the formulation of social public policies, has been the main target of the formulators of political and political actors linked to market interests, seeking to understand the content of the discourses linked to the neoliberal ideology, its foundations and the way in which they structure the social security reform proposals in force in the last decades in Brazil. The most recent proposals for social security reforms, namely PEC 287/2016 and PEC 06/2019, were used as the object of study. As an instrument for analyzing these political reform processes, in order to make it possible to understand how the social security issue commonly integrates, as a priority, the government's agenda, the Multiple Streams Model was developed as a theoretical-analytical approach developed by John Kingdon (2011) in the field of knowledge of public policy analysis. Based on the adoption of this model of analysis and the concepts developed by Kingdon (2011), the aim was to understand why social security is seen as a public problem by political actors whose interests are linked to the market, in order to enter frequently on the governmental agenda, as well as why the solution presented by these neoliberal interests refers to a policy of cutting public spending and privatization. Finally, it is proposed a skilful course to solve the problem of the possible suppression of social rights, which is the result of proposals for constitutional reform defended by political actors linked to neoliberal and market interests, through a proposal for intervention in the sense of foster greater participation of society, especially those most in need of social protection, in discussions and debates on pension reform.
