Resumo: As instituições brasileiras de accountability apresentam graus insuficientes de cooperação e coordenação. Em face disto, a pesquisa identificou uma estrutura de incentivos (reforços positivos ou negativos que possam gerar comportamentos desejados) capaz de qualificar e estimular a cooperação entre agentes e instituições inseridos no sistema brasileiro de accountability horizontal. Para tanto, utilizou-se o método hipotético-dedutivo e pesquisa qualitativa (entrevistas), bem como revisão da literatura acerca de Estruturas de Incentivos, Teoria da Agência e Ciência Comportamental (com foco em intervenções comportamentais e arquitetura de decisões) e Teoria dos Jogos.

In light of this, the research identified a structure of incentives (positive or negative reinforcements that can generate desired behaviors) capable of qualifying and stimulating cooperation between agents and institutions within the Brazilian system of horizontal accountability.
